“Science in the Public Service” – DNA Barcoding, Power of Science against Faking
This Science Exploration Activity of the “Science in the Public Service” was successfully held on 20 September 2023 at the Hong Kong Science Museum. Dr. LI Tin-wai, a chemist in the Analytical and Advisory Services Division of the Government Laboratory, shared with the students and the public on the topic of "DNA Barcoding, Power of Science against Faking".
Participants get assisted for crafting their own DNA origami then proudly display their folding art.
A new adventure at BIPM, Dr. Fiona SHIU Hoi-yan, Chemist
In late August 2023, Dr. Shiu, a Chemist in the Analytical and Advisory Services Division of the Government Laboratory (GL), temporarily left her duties in GL and took up a challenge in Bureau International des Poids et Mesures (BIPM) in Paris France, under a Visiting Scientist programme. The programme, aimed in developing analytical methods for purity assessment of drug materials, will last for six months. She has settled well in BIPM and she will have the opportunities to work with other visiting scientists from different Metrology Institutes.

The Assistant Government Chemist (Analytical and Advisory Services Division), Mr. LEE Foo-wing, visited Public Health Laboratory and Laboratory Division of Municipal Affairs Bureau in Macau.
Mr. LEE Foo-wing, the Assistant Government Chemist (Analytical and Advisory Services Division), led a delegation of the Government Laboratory (GL) to visit the Public Health Laboratory (LSP) and the Laboratory Division of Municipal Affairs Bureau (IAM Lab) in Macau on 11 August 2023.

The delegation visited the LSP in the morning and met with the director of LSP, Ms. LOI I-leng and other representatives to exchange views on chemical metrology and share experiences in relation to testing of environmental samples, food, cigarette and drugs for safeguarding public health and safety.

This trip allowed a better mutual understanding of each other and fostering of closer collaboration. As 2023 marks the 110th Anniversary of the Government Laboratory, Mr. LEE took this opportunity to invite colleagues of LSP and IAM Lab to come to Hong Kong to join the 110th Anniversary Scientific Conference of the Government Laboratory in the coming November.
The Government Chemist, Dr. LEE Wai-on, visited Guangdong Institute for Food Inspection
The Government Chemist, Dr. LEE Wai-on, led a delegation to visit Guangdong Institute for Food Inspection (GDIFI) on 20th July 2023, and met with Dr. LEI Yi, the Deputy Director of GDIFI and various officials to exchange views on food safety and inspection in Guangdong and Hong Kong.

The two sides discussed about food safety, data application, metrology in chemistry, and support for testing and certification industries, etc. Accompanied by Dr. LEI, Dr. LEE visited GDIFI’s laboratory showing their daily operation and instrument application.

The visit provided a good opportunity for the two sides to foster exchange, enhance mutual understanding and further strengthen collaboration in the field of food safety, as well as to promote the development of innovative testing technologies. This year marks the 110th Anniversary of the Government Laboratory, and Dr. LEE took this opportunity to invite Dr. LEI to participate in the celebration and attend the scientific conference organised by the Government Laboratory.

Exchange between Government Laboratory and Shenzhen Institute for Drug Control
The Government Chemist, Dr. Lee Wai-on, led a delegation to visit the Shenzhen Institute for Drug Control (SZIDC) on 4th July and met with the Dean of SZIDC, Dr. Wang Bing, and the Deputy Dean of SZIDC, Dr. Wang Xiaowei, to exchange views on drug testing and its development in Shenzhen and Hong Kong.

Having discussed on drug testing in Shenzhen and Hong Kong, both parties have a better understanding of each other’s drug testing work. This exchange bears far-reaching significance. We hope that with the support of relevant policies in the Guangdong-Hong Kong-Macao Greater Bay Area, the exchange and cooperation between the two institutes would be strengthened thus paving a new path of mutually beneficial development for supporting the testing and certification industry.

The two sides discuss in detail the organisational structure, responsibilities and future development.

A greeting from our young chemist, Dr. CHAN Kaai-tung Olivia, who has assumed a position in Kenya under the United Nations Environment Programme (UNEP) which will last for two years. As one of the second batch of twelve young HKSAR civil servants recommended by the Ministry of Foreign Affairs to participate in the Junior Professional Officer (JPO) Programme of the United Nations, Dr. CHAN will apply professional knowledge to contribute in environmental protection initiatives designated by the mission of her new post. Government Laboratory Delegation visited the Food Inspection and Quarantine Technology Center of Shenzhen Customs District
The Government Chemist, Dr. LEE Wai-on, led a delegation to visit the Food Inspection and Quarantine Technology Center of Shenzhen Customs District (FICS) on June 27. Dr. LEE met with the Director of FICS, Mr. LIN Yan-kui, and the Deputy Director of FICS, Dr. JIN Bao-hui, and other experts to discuss the latest development in food testing.

At the meeting, both institutes shared their latest organisational structures, functions and future developments. The two sides also exchanged views on applications of innovative testing technology and state-of-the-art scientific instruments to cope with the ever-increasing demand for testing.

This visit provided a good opportunity for the two sides to enhance mutual understanding, advance cooperation and partnership on promoting innovative analytical technology. Dr. LEE also took this opportunity to invite Mr. LIN to attend the scientific conference held by the Government Laboratory in celebrating its 110th anniversary.
27th Tripartite Technical Support Meeting on 13-14 June 2023
“The 27th Tripartite Technical Support Meeting” was held in Macao on June 13-14. The Hong Kong Police Force and Hong Kong Government Laboratory led a team of forensic experts to conduct in-depth technical exchanges with forensic professionals from Guangdong and Macao Police Forces. Apart from sharing the latest crime trends and updates on criminal technologies in the three regions, we further discussed on the future development directions and how to enhance the standard of law enforcement by technology and innovation.
