13th Meeting of International Advisory Board on Hong Kong Chinese Materia Medica Standards

Dr. LEE Wai-on, the Government Chemist, was invited to the 13th Meeting of International Advisory Board (IAB) on Hong Kong Chinese Materia Medica Standards (HKCMMS) on 16 January. The meeting was hosted by the Department of Health (DH) to finalise the setting of reference standards for 13 Chinese Materia Medica (CMM) commonly used in Hong Kong.

More than 20 experts from the Mainland, local and overseas, including Australia, Austria, Canada, Germany, Japan, Thailand, the United Kingdom and the United States attended the meeting.  Dr. LEE Wai-on (front row, eighth right).

Science Exploration Activities of “Science in the Public Service” – Junior Detective 3.0

This Science Exploration Activity of “Science in the Public Service” was successfully held on 9 December 2023 at the Hong Kong Science Museum. Dr. HONG Yau-hing and Dr. CHAN Hoi-yiu, together with other chemists from the Forensic Science Division showed Junior Detectives how to make use of new technology to collect forensic evidence and how to solve crime cases by employing scientific talent.

Colleagues from the Government Laboratory Support District Council Ordinary Election on 10 December

The District Council Ordinary Election will be held on 10 December. The Government Chemist, Dr. Lee Wai On, and his colleagues from the Government Laboratory distributed promotional leaflets near the Ho Man Tin MTR station in the evening on 6 December, encouraging everyone, along with their family members and friends, to actively participate in voting on the polling day, and elect their preferred district council members to serve the community.

Government Laboratory received two awards under the Testing and Certification Manpower Development Award Scheme 2023-24

The Government Laboratory (GL) joined the Testing and Certification Manpower Development Award Scheme 2023-24 organised by the Hong Kong Council for Testing and Certification (HKCTC) and was awarded the Testing and Certification Manpower Development Corporate Award - Platinum Award. This Award recognises GL’s outstanding achievements in manpower and professional development of testing and certification (T&C) practitioners in four aspects, including (1) Commitment to T&C practitioners’ training and development, (2) Corporate support to enhance T&C practitioners’ competence and professionalism, (3) Caring for T&C practitioners, and (4) Communication with T&C practitioners.

In addition, Dr WONG Fai, George was awarded the Excellent Testing and Certification Professional Award - Junior Professional Award.

In view of “The District Council Ordinary Election (DCOE)” which is to be held on 10 December, the Government Chemist, Dr. LEE Wai-on, visited the Mei Foo Government Complex on 1 December to promote the DCOE. Dr. LEE played interactive games and took photos with the public, and called on them to cast their votes on the polling day.

Government Laboratory signs MOU with the National Institute of Metrology, China

The Government Laboratory (GL) signed a Memorandum of Understanding (MOU) with the National Institute of Metrology (NIM), China, during the 39th General Assembly of Asia Pacific Metrology Programme (APMP) on 30 November 2023 to enhance mutual co-operation on metrology of chemistry between the two parties.

The MOU was signed by the Government Chemist, Dr LEE Wai-on, and the Director of NIM, Mr Xiang FANG, aiming to enhance close relationship for the mutual benefit of the two parties, and their co-operation with each other in promoting metrology of chemistry in the two places under the “One Country, Two Systems” policy.

The MOU provides a framework to facilitate collaboration between the GL and NIM, and covers mutually beneficial initiatives, including research on measurement methods, development of certified reference materials, quality assurance of measurement data, traceability of test results, provision of technological exchanges, and establishment of standards in metrology of chemistry. In addition, the two parties can also arrange scientific and technological cooperation and personnel exchanges, establish joint working groups, jointly organise proficiency testing programmes and seminars under the framework of international or regional metrological organisations, and set up collaborative platform for the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to promote sustainable development of metrology of chemistry in GBA.

The District Council Ordinary Election (DCOE) will be held on December 10. The Government Chemist, Dr. LEE Wai-on, attended the "District Council Election into the Community" publicity activities at the Hung Hom Municipal Services Building Sports Centre on November 24 to promote the DCOE.

The publicity activities included interactive games, exhibitions and resource booths providing various information related to the DCOE. Dr. LEE played the games and took photos with the public, and encouraged them to cast their votes on the polling day.

Government Laboratory 110th Anniversary Conference

The Government Laboratory 110th Anniversary Conference was successfully held on 1-2 November 2023. The Conference welcomed over 300 experts and scholars from overseas, Mainland and regional institutions comprising government officials, scientists from academic institutions, reputable laboratories, forensic science institutes and national metrology institutes, and practitioners from the testing and certification industry.

Under the theme of “Advancement in Analytical and Forensic Sciences for the Well-being of People”, over 30 prominent speakers shared their views and experiences on how the use of innovative and high-end analytical and forensic testing technologies for elevating both the standard and efficiency of testing for safeguarding environment, public health and safety, to realise the vision of building a better life for people; and shared experiences on issues such as the importance of metrology in promoting fair trade and business prosperity.

The Government Chemist, Dr. LEE Wai-on, hosted a gala dinner and thanked all for attending the Conference. Riding on this memorable event, we are glad to see connections built-up, innovative ideas and knowledge exchanged so as to foster closer collaboration and open up more opportunities for technological advancement of the Guangdong-Hong Kong-Macao Greater Bay Area.

Training in Chinese handwriting examination for Civil Guard officers from Spain

3 officers from the Criminalistics Service of the Civil Guard, Spain attended a 5-day training programme delivered by the Questioned Documents Section from 25 Oct 2023 to 31 Oct 2023. The programme offered trainees with the basic understanding of forensic examination of Chinese handwriting/signatures and the associated quality protocol. It also provided a good opportunity for building network, enhancing collaboration and sharing of knowledge with forensic experts from other countries.

This Science Exploration Activity of the “Science in the Public Service” was successfully held on 20 September 2023 at the Hong Kong Science Museum. Dr. LI Tin-wai, a chemist in the Analytical and Advisory Services Division of the Government Laboratory, shared with the students and the public on the topic of "DNA Barcoding, Power of Science against Faking".

A new adventure at BIPM, Dr. Fiona SHIU Hoi-yan, Chemist

In late August 2023, Dr. Shiu, a Chemist in the Analytical and Advisory Services Division of the Government Laboratory (GL), temporarily left her duties in GL and took up a challenge in Bureau International des Poids et Mesures (BIPM) in Paris France, under a Visiting Scientist programme. The programme, aimed in developing analytical methods for purity assessment of drug materials, will last for six months. She has settled well in BIPM and she will have the opportunities to work with other visiting scientists from different Metrology Institutes.

The Assistant Government Chemist (Analytical and Advisory Services Division), Mr. LEE Foo-wing, visited Public Health Laboratory and Laboratory Division of Municipal Affairs Bureau in Macau.

This trip allowed a better mutual understanding of each other and fostering of closer collaboration. As 2023 marks the 110th Anniversary of the Government Laboratory, Mr. LEE took this opportunity to invite colleagues of LSP and IAM Lab to come to Hong Kong to join the 110th Anniversary Scientific Conference of the Government Laboratory in the coming November.

On 8th August 2023, Dr. LEE Wai-on, led a delegation to visit the Guangzhou Customs Technology Center (IQTC). During the meeting, both parties discussed areas such as food safety, testing, and chemical metrology. Accompanied by Dr. ZHENG, Dr. LEE visited the Food and Cosmetics Testing Institute and was briefed on the work.

The visit has strengthened the exchange and interaction between the two parties, enhancing mutual understanding of each other's work. It has also facilitated further exploration of collaboration opportunities in food testing and organizing proficiency testing programme. In celebrating Government Laboratory's 110th anniversary, Dr. LEE took the opportunity to invite Dr. ZHENG and Mr. CHEN to attend a scientific conference organised by the Government Laboratory in Hong Kong.

The visit provided a good opportunity for the two sides to foster exchange, enhance mutual understanding and further strengthen collaboration in the field of food safety, as well as to promote the development of innovative testing technologies. This year marks the 110th Anniversary of the Government Laboratory, and Dr. LEE took this opportunity to invite Dr. LEI to participate in the celebration and attend the scientific conference organised by the Government Laboratory.

Exchange between Government Laboratory and Shenzhen Institute for Drug Control

The Government Chemist, Dr. Lee Wai-on, led a delegation to visit the Shenzhen Institute for Drug Control (SZIDC) on 4th July and met with the Dean of SZIDC, Dr. Wang Bing, and the Deputy Dean of SZIDC, Dr. Wang Xiaowei, to exchange views on drug testing and its development in Shenzhen and Hong Kong.

Having discussed on drug testing in Shenzhen and Hong Kong, both parties have a better understanding of each other’s drug testing work. This exchange bears far-reaching significance. We hope that with the support of relevant policies in the Guangdong-Hong Kong-Macao Greater Bay Area, the exchange and cooperation between the two institutes would be strengthened thus paving a new path of mutually beneficial development for supporting the testing and certification industry.

The Government Chemist, Dr. LEE Wai-on, led a delegation to visit the Food Inspection and Quarantine Technology Center of Shenzhen Customs District (FICS) on June 27. Dr. LEE met with the Director of FICS, Mr. LIN Yan-kui, and the Deputy Director of FICS, Dr. JIN Bao-hui, and other experts to discuss the latest development in food testing.

At the meeting, both institutes shared their latest organisational structures, functions and future developments. The two sides also exchanged views on applications of innovative testing technology and state-of-the-art scientific instruments to cope with the ever-increasing demand for testing.

“The 27th Tripartite Technical Support Meeting” was held in Macao on June 13-14. The Hong Kong Police Force and Hong Kong Government Laboratory led a team of forensic experts to conduct in-depth technical exchanges with forensic professionals from Guangdong and Macao Police Forces. Apart from sharing the latest crime trends and updates on criminal technologies in the three regions, we further discussed on the future development directions and how to enhance the standard of law enforcement by technology and innovation.

Joint packaging operation of the anti-epidemic service bags

In supporting the operation on the anti-epidemic service bag packaging for the community, some GL's colleagues had joined the packaging work at Kwong Yuen Community Hall of Shatin on 30 March 2022. With the concerted actions among other departments under the Food and Health Bureau, the whole packaging exercise was well completed with more than ten thousand anti-epidemic service bags prepared throughout the day.
